Historical Background

Pallom Block Panchayat was established during the First Five-Year Plan as part of the nationwide Community Development Programme launched in 1952. The first office began functioning in the Pallom area, which was then part of the present-day Kottayam Municipality. Under the leadership of its first Block Development Officer (BDO), Shri Thomas, a native of Thiruvananthapuram, the office initially operated in a rented building. It was later relocated to two acres of land generously donated free of cost by Shri Thomas Alexander Jacob (Kaithayil Sunny), a native of Vadavathoor.

With the introduction of the three-tier Panchayati Raj system in 1995, the first 13-member elected governing committee was constituted, with Kumari P. A. Sreedevi as its President. With the support of the 73rd and 74th Constitutional Amendments and the Kerala Panchayat Raj Act, 1994, Pallom Block Panchayat embarked on a path of decentralised governance and participatory development through the People's Plan Campaign.

Today, the headquarters of Pallom Block Panchayat is located at Vadavathoor, in Vijayapuram Grama Panchayat, approximately 8 kilometres from Kottayam town, popularly known as the City of Letters. Preserving the heritage of the past, responding to the needs of the present, and envisioning the opportunities of the future, the Block Panchayat continues to advance its development initiatives.

Pallom Block Panchayat prioritises comprehensive and sustainable local development, focusing on addressing acute drinking water shortages, bringing fallow lands back into cultivation, ensuring scientific waste management, eradicating poverty, creating employment opportunities, and implementing special welfare schemes for marginalised communities and persons with disabilities. Through these initiatives, the Block Panchayat continues to work towards inclusive, sustainable, and people-centred development.
