Rules and Regulations Governing Administrative and Development Activities
Introduction
Like other Block Panchayats in Kerala, Pallom Block Panchayat carries out its administrative and development activities based on the Kerala Panchayat Raj Act, 1994, rules issued by the Local Self Government Department (LSGD), Government Orders, circulars and official guidelines, rather than through separate Bye-laws of its own.
Major Acts and Rules
1. Kerala Panchayat Raj Act, 1994
The principal legislation governing the constitution, powers, duties, administration and financial management of Block Panchayats.
2. General Rules
Rules relating to meetings, procedures, administration and maintenance of official records.
3. Accounts Rules
Rules governing accounting, budget preparation, income and expenditure statements and financial control.
4. Procurement / Tender Procedures
Government Orders and guidelines applicable to public works and the procurement of goods and services, including tender procedures.
5. LSGD Orders
Government Orders, circulars and guidelines issued periodically by the Local Self Government Department.
6. Meeting Procedures
Rules governing Standing Committees, decision-making, delegation of powers and related administrative procedures.
7. Other Applicable Laws
Applicable provisions relating to the State Audit Department, Finance Department, State Election Commission, Right to Information Act and anti-corruption laws.
Conclusion
Pallom Block Panchayat has not implemented separate Bye-laws at present. All administrative and development activities are carried out in accordance with the Kerala Panchayat Raj Act, relevant rules, Government Orders and official guidelines.
